Is it true that you disagree with the famous jurists regarding the issue of female puberty and that it is 13 years and not 9 Hijri years?

The results that we got from the deep study of the narratives of the infallible Imams (peace be upon them) on this issue are that the girl do not reach her puberty before completing nine lunar years, even if she saw blood, this age shows the possibility of adulthood in girls and does not confirm their puberty, it means that the girl can reach the age of puberty upon completing the age of nine lunar years, (1) if she sees something of the physical, psychological, and behavioral changes revealing that she has reached the age of sexual maturity, such as the sexual tendency of the male and the modesty of mixing with him, the lust and the like are signs.

If she sees her menstrual blood after the completion of the ninth, her puberty is confirmed but if she reaches the age of 13 years and does not see any sign, she shall be considered as having reached the age of puberty and shall not wait any longer. The conclusion is that adulthood and puberty is a well-known state in the society and the Holy Religion did not come up with a new definition for it other than what the linguists know, they are the reference in determining the meanings of words but the holy law introduces some limits to the situation, so, nine is the age of denial of any possibility of puberty before it, and thirteen is the highest ceiling for puberty, so it will not be late.

Specialists have said that females differ in the age at which they reach sexual maturity according to several biological factors related to the composition of the girl, and environmental in terms of the climate of the country in which they live, and social in terms of community behaviors, is it conservative or decomposing, and so on of the influences.

I discussed the issue in detail and the research was published in the Encyclopedia of Fiqh al-Khilaf, vol. 4, p. 190 of the first edition, in which I criticized the famous point of view that if a girl pilgrimages at the completion of nine lunar years, She does not find any sign of sexual maturity, and she lives childhood as in some cold areas, so this hajj is acceptable and sufficient as hajjatul Islam and for which adulthood is required?

If their answer is negative then it’s against their stand. If the answer is affirmative, it’s against the reality and the society that is a reference in the comprehension of the meanings of words including puberty.

It should be noted that the Holy Law Maker has urged the boy and girl to perform acts of worship from prayer, fasting and the veil of the female before reaching the age of commissioning and duty, so that in some accounts the Imam Al-Rida (peace be upon him) is surprised by a father whose son does not pray when he is seven years old
